The Internet Broadband Market Failures: Lessons for Public Policy Design

The article discusses the tension between the state and market regarding the objectives to closing the digital divide. In order to contrast the relevance of the prevailing connectivity diffusion policy in the country, this article presents a detailed review of the theoretical and empirical approaches on the key failures of the broadband market (public goods, externalities, uncertainty, incomplete markets and imperfect competition) and the respective lines of public action as collected through specialized literature.
