Spain: CNMC in talks to liberalize high-speed rail routes by 2019

The National Commission for Markets and Competition (CNMC) and the government of Spain have begun taking steps that could lead private companies to operate the most successful route in the hands of train company Renfe Operadora: the high-speed AVE Madrid-Barcelona section. As a prelude, the CNMC has launched a public consultation to find out if firms can compete with Renfe on the Madrid-Montpellier route.

“The Government has official knowledge by a railway company of the intention to request access to the infrastructures for the realization of an international railway passenger service,” the government said.

Several sources have identified potential interested parties who may have contacted the CNMC, particularly Alsa and Catalan firm, Moventia, although other versions deny it. Some also point out that the petition to the regulator could have been processed through a newly created company. The CNMC’s resolution and announcement on this matter is expected for September.
