There is an obvious déjà vu quality in today’s loudly promoted “Railroad Antitrust Enforcement Act of 2009” bills that have been introduced by Senator Herbert Kohl (D-WI) (S. 146) and his Wisconsin colleague, Congresswoman Tammy Baldwin (D) (H.R. 233).
